This thesis examines the implications of immigration policy in both Spain and the United States, exposing the concept of immigratory restriction as inherently racist. The definitions of racism and immigration most pertinent to optimal comprehension of this thesis are first established, and the question regarding the lack of dialogue identifying racism as a problem in Spain is addressed. Initial scrutiny of historic immigration policies from both countries provides insight into the discriminatory and restrictive nature of the process. Through further analysis of the modern-day policies of both countries, immigration policy reform is found, though perhaps not explicitly, to perpetuate the ideals of racial hierarchy on which the concept was developed. Modern-day efforts to separate the mutual causality between racism and immigration policy are brought to light through analysis of the visions and initiatives of two human rights-oriented organizations. The Asociación Comisión Católica Española de Migraciones (ACCEM) is used as a Spanish model, and The National Network for Immigrant and Refugee Rights (NNIRR) is analyzed as a model for the U.S.
