Abstract
  • The three recent terrorist attacks in Paris in January and November 2015 and in Nice in 2016 that targeted France have brought a wave of fear over the country. A newspaper office, a promenade deck, a soccer stadium, a concert hall, bars, and restaurants are the new battlegrounds, where marginalized and radicalized individuals suicide bomb themselves, fired, or shoot civilians. Between shock and need for revenge, the French government has responded to these attacks through extraordinary measures to protect the French. However, these measures, such as the extension of the state of emergency over time, which restricts liberties in the name of national security, and the Intelligence Law that allows mass surveillance, challenge French democracy and human rights. Furthermore, research shows the attackers who committed these atrocities are North-African descents. Radicalized and marginalized as a result of laws hostile toward Islam, minorities feel socially excluded, are more likely to turn against their country, and use terrorism to be heard. In conclusion, I argue that, as well as threatening democracy and human rights, the French anti-terrorism laws do not fight terrorism at its source because the country is failing to approach terrorism as a social issue.
