Abstract
  • The frame to which candidate or policy is presented to individuals become the reference to which then process all information following. Thus, in my opinion making it the most important part of the process of winning over constituents and gaining their support. In Counterframing Effects (2012), Dennis Chong and James N. Druckman argue, “Only recently have scholars sought to understand how competitive political rhetoric affects citizens’ ability to form stable and coherent preferences” (1). Therefore, it becomes a sensitive field to navigate in this polarized climate. According to Ron Smith’s teaching notes on Agenda-Setting, priming & Framing(2011), priming is, “media provide a context for public discussion of an issue, setting the stage for audience understanding…Framing, media provide a focus and environment for reporting a story, influencing how audiences will understand or evaluate it.” I have set out to experiment with the use of specific rhetorical methods when framing and priming an amendment put forth by the 115th congress on Hanover College students to observe their understanding and support of Amendment H.R. 620 (see figure 1). I chose this amendment because I think the framing effect as defined by Chong and Druckman(2012) states, “A framing effect occurs when a communication changes people’s attitude toward an object by changing the relative weights they give in competing considerations about the object,” will be significant due to its partisanship and it being raised in one of the most modern day divided congressional sessions. Republicans and Democrats differ on the implications it could have on the rights for Americans. In addition, this amendment is made to a widely supported bipartisan bill, The Americans with Disabilities Act of 1990, adding a possibly consequential layer in how the amendment is understood. I hypothesize that without revealing the party affiliation of the amendment sponsor I can use specific rhetorical methods toward the priming and framing of the amendment put forth by a Republican congressmen to influence them rate the amendment more conservative than the control group, which receives no priming only the facts of the amendment.
