Scope and Content: Letter written to Hon. Isaac Toucey, Secretary of the Navy in 1860 from William Hayden English. English asks if Toucey could help with the promotion of a friend, Richard S. Collum of Jeffersonville, IN, to the position of 2nd Lieutenant in the Marine Corps.

Historical Note: William Hayden English was an American Congressman from Indiana who was also a lawyer. He was a prominent figure within the democratic party during the mid-1800s. Isaac Toucey was a politician who served as Secretary of the Navy as well as Attorney General, a senator, as well as the 33rd Governor of Connecticut.
